I am not 100% sure. I do know that much of the beach in Vero is private beach so I do see people with their dogs on the beach around their homes and in the water however they are not allowed on a beach with lifeguard stands. A lifeguard once told us that he could ask any of the owners to remove the dogs from the beach....so truly I would look up the law per beach.

According to website of the City of Vero Beach, whose Recreation Department operates South Beach Park: "South Beach Park Lifeguards are on duty everyday from 9:20 A.M. to 4:40 P.M. Public restroom operating times are posted on the restroom doors. 1704 Ocean Drive Phone: (772) 231-4700" However, I have been to this beach at least once when lifeguards were not present, so to be absolutely certain on any given day you should call ahead.
