After drone video footage surfaced of a cartel-on-cartel gunfight near the U.S. border, Republican Congressman Chip Roy of Texas is calling attention to the danger still present at the border.

An internal memo shows that Mexican cartels are ordering cartel members to attack Border Patrol agents with explosives and kamikaze drones.
